Democratic Devolution and Local Governance: Divisional Political Cadre Development Program Training Held in Multan

 

MULTAN, PAKISTAN: The Hanns Seidel Foundation (HSF) Pakistan in collaboration with the Shaoor Foundation for Education and Awareness (SFEA) organized a three-day Political Cadre Development Program (PCDP) training on the topic of “Democratic Devolution and Local Governance” for divisional multiparty political cadres in the first week of August 2021.

The purpose of the training was to equip the grass roots political party workers and political influencers with essential concepts of democratic devolution, 18th Constitutional Amendment and resulting devolved matters, local government system and other relevant subjects including governance challenges, identification and resolution techniques. It also sought to provide the political workers with practical tools to implement the training lessons, especially with regard to social stakeholder management, such as press relations, community mobilization and local governance.

The three-day interactive training was delivered by a well-known political scholar and trainer Mr. Jami Chandio who imparted the theoretical and practical aspects of the political concepts in the context of Pakistan. Mr. Chandio also focused on the significance of the 18th Constitutional Amendment especially in terms of devolution of political, administrative and fiscal powers to the federating units of Pakistan and its impact on the governance structures of Pakistan. Current situation and several challenges impeding the effective implementation of the provisions of the 18th Amendment were also brought to light.

The training was attended by 30 participants from diverse fields. These included district and tehsil level political workers and office bearers from all major political parties along with lawyers and media persons. The participants actively engaged in all activities and enthusiastically participated in the interactive sessions. They appreciated the joint venture by HSF Pakistan and SFEA and vowed to disseminate the learnings from the training to their respective political parties and social circles.

All COVID-19 SOPs mandated by the Government of Pakistan were diligently followed and complied with during the training.
